FCC publishes net neutrality Order

On February 26th the FCC voted to adopt network neutrality rules, in the process re-classifying broadband as a Title II telecommunications service. Publication of the order was delayed to allow dissenting Republican Commissioners time to write their dissents. The full text of the Order, including 80 pages of dissents, has now been published.
